SELECTION CRITERIA FOR
Service Centre Operators
The operator selection criteria for the service centres, will have 4 different criteria: capability, GIP needs, commitment and corporate governance.

01. Capability
Select service centre operators with business management skills, experience in agriculture and / or livestock and good relationships with the local community

02. GI Needs
What type of existing infrastructure does the candidate have for GI needs, such as administrative area, warehouse to receive machinery, equipment and other needs

03. Commitment
Ensure the commitment of the service centre operator to the goals of the GI project.

04. Corporate governance
Financial health, organisational and legal capacity of the candidate for service centre operator to meet GI standards.

PRE-SELECTION OF COMPANIES

Application of variables that constitute the minimum conditions for the registration of candidates as a possible service centre operator.

Prequalification Process
1.1 Public website (domain name to be provided);
1.2 Interested parties will:
1.2.1 Register.
1.2.2 Express their interest to participate in a specific: State/ LGA Value chain (concentrate on the area and crops that you know: grains and cereals, horticulture, tubers and roots, fruit, pasture, sugarcane and palm trees, animal proteins.)
1.2.3 Provide information requested.
1.3 Access to a helpdesk.
1.4 Closing date for expression of interest for the first 111 Agricultural Mechanisation Service Centres will be provided.
1.5 Subsequent processes will follow for the remaining 669 service centres.

c.) Details of the company/organisations/individual(s) submitting the EOI and the proposed vehicle for engagement.

e.) Financial capacity.
f.) Track record and capacity in agriculture.

Invites for Submission of Proposal
2.1 Every party that submitted an Expression of Interest will be notified via SMS and/or email whether the party was prequalified to submit a proposal or not;
2.2 Prequalified parties will receive an invite to submit a proposal with details and requirements by email and confirmation of receipt will be required;
Invitation for Proposals
a.)Public website (domain name to be provided).
b.) Only parties that expressed interest and were prequalified can submit proposals.
c.) The PROJECT provides the details on the machinery, equipment, inputs, services, manpower, training, support and finance that will be provided for the specific value chain in a specific State/LGA.
d.)The “Bidder” will provide the details on the plans and capacity to roll out the Mechanise Service Centre for the specific value chain in a specific location.
e.) Bidder responses will be in accordance with a strict (online) structures.
f.) Access to a helpdesk.
g.) Automatic closing for submission and confirmation of submission via SMS and/or email.
h.) Bid content will be secure and submissions will be digitally.
3.1 Every party that submitted a Proposal will be notified via SMS and/or email whether the proposal was successful or not.
